I feel like there isn’t anything wrong with people having safe sex.
But most couples will want children at some point. You can’t make it legal for people to only have safe sex because you can’t check.

If they have a kid it can really damage it. I’ve always kind of seen that as a good enough reason. The kid have an increased chance of death and disability.
Two relatives are likley to have the same kind of zygotes and it’s rare for unrelated couples to have the same zygotes.
In the short term, incestuous reproduction is expected to produce increases in spontaneous abortions of zygotes, perinatal deaths, and postnatal offspring with birth defects.
There may also be other deleterious effects besides those caused by recessive diseases. Thus, similar immune systems may be more vulnerable to infectious diseases
